In a legal sense, a person's civil liberties, cover all a person's rights in any situation. For example, an ill person arriving at a hospital's emergency room, under law, must be treated whether they have health insurance or not. One might believe that "health" is outside the realm of civil liberties, however, that's incorrect. Thus under law, a person has a civil liberty to receive medical care for an emergency situation. This is a simple example. There are many others can be cited.
