The only way to get anything but coal is to find a mine or just start digging as far down as you can. The rarer ores are down near the bedrock towards the very bottom that you can go. Lapis Lazuli can be found anywhere from levels 0 to 32 (the Y value when you press F3), but the highest concentration is around level 19.
dude here what i do i dig out 4 blocks into a mountain and i just dig down to bed rock making a staircase if that dosent work then at every step just dig into the mountain. now if all else fails just got to level 12 and blow it up with TNT every where you will see diamond red stone and la pis also gold coal and iron etc.
