'Legacy' has to do with when the hardware was made or the software issued. It is older and possibly less functional than a newer issue. For instance, if you own Microsoft Office 2000 and want to install it on a new computer rather than pay for the latest version of Office, the older version would be considered legacy software. DOS software would be considered 'legacy' as Windows machines have not run on DOS since Windows 98. A v.90 modem is legacy hardware compared to the newer v.92.
Whether or not something is 'legacy' may be important if you are trying to install a new operating system (such as Windows Vista or 7) on an older machine. Even if you are certain that the CPU and memory are sufficient for the new OS, the new software may not have the software drivers for older hardware and you may have to install them from a disk or find the drivers on-line. Legacy software is usually less of a problem except for really old DOS programs.

Junk. Of course it is still called computer software, just junk. Depending on how old it is, it may not work with modern computers.

Legacy basically means that is is from an old system. As virtually all computers built after 1986 have a 32bit or 64bit hardware command code set, software that uses a 16bit command code set is now old technology...hence legacy.
