POOR

Mentally:

Poor as in, bad morals. Poor quality. Poor common sense.

EXAMPLE:

The man was a poor smoker. He had no heart, and he had no brains.

I think maybe this is suposed to refer to quality of life. So for example a person who was bedridden would have a poor quality of life compared to someone who was healthy and active. There is often a lot of simple things that can improve someones quality of life, eg the bed ridden person might have a lot of visitors, they might be able to take part in a wider society through the internet, someone might bring them library books.
