Well, you look at the archway and it has engravings of the lights you have to turn on and off. After you do that then the parchment will appear.
The broken mirror is on the top right shelf in Stinky Tim's Store. Use it at the telescope after you have read the Governor's parchment, and you will see a raft that you can signal. (Until you read the full parchment, only pirates appear.) (see related question)
Go to the Governor's house to the right of the farm. He has an old parchment that has faded and can only be read under the blue light. Once you have read the parchment, you can use the broken mirror (upper right shelf in the general store) to signal ships at the telescope atop the fort. Until you read the parchment, only pirate ships appear.

It is the sixth, small island that is foggy. It is the real "Skullduggery island". It is just southeast (down and right) from the Pirate Outpost, and directly west (left) of Golden Harbor. It will appear on the map formed when you collect all five map pieces. (see related question)

Golden HarborTo get the Treasure Map piece at Golden Harbor, you have to click on the street lamps (lanterns) so that the 1st, 2nd and 4th lanterns (counting from the left) remain on. The lanterns should be turned on from right to left : 4th, 2nd, 1st. The map piece will appear in the draped archway near the 3rd lantern.
Until you use the blue candle to view the parchment in the Governor's house, only the pirate will appear in the telescope. Once you find the doubloon (under the bridge), buy the feed (in the store), feed the chickens (with the boy) and take the chicken to the farm (right of the bridge), you can use the blue candle from the farmer to read the parchment and begin the sailing quest. The woman on the beach near the Governor's house tells you her husband was lost at sea, but she hopes he will return someday. Once you use the blue candle to read the Governor's parchment, the pirate ship will no longer appear in the telescope. There will be a raft, which you can signal with the broken mirror (upper right shelf in the store).
When you have all five map pieces from the 5 trading islands, select them from the item list and they will combine, and the new small island (Skullduggery) will appear near the Pirate Outpost. You can't do anything there until you have beaten Captain Crawfish and returned to see the governor.
Collect the 5 map pieces, one from each of the trading islands, and the hidden island will appear on the map. You cannot do anything there until you have defeated Captain Crawfish.
