Some limited testing shows that certain kinds of bond breakers are not deleterious to bond between concrete and steel reinforcement. Other bond breakers (membrane forming types) undoubtedly will interfere with bond, and some materials may result in accelerated corrosion of steel reinforcement.
In block wall construction (CMU) "bond beam" refers to a course (horz row) that is filled with grout and steel reinforcement. I have not heard the term used in residential construction.

You can go to trade schools to learn bricklaying. If you are interested you can use google maps to search for bricklaying training near your location. Bricklaying is learned either as an Apprentice who helps an experienced bricklayer or by attending a trade school. In general nearby Community colleges will offer courses in bricklaying and other construction trades.
