In general a 1928 $2 bill is worth only $2.50-$20, but if the bill is a "star note" it is worth considerably more.

It is a star...If a note is found defective when inspected after printing, it is replaced with a "star" note (that is a note with a star before or after the serial number). It's a do over because the 1st one is damaged. They're worth more to collectors.
A 1928 B $1 silver certificate star note is moderately rare. Auction values as of mid-2011 are in the $40 range for a bill in average condition, while a crisp uncirculated one might sell for over $300. Without a star it might sell for just $5 to $10 in average condition. Note that not all star notes have quite such a wide difference in prices, though.
Is there an A at the end of the serial number? If so then the note is common and worth about $125. If there is a star at the end of the serial number then the note is likely worth closer to $400.
