Vandalizing a question usually infers someone who doesn't care about the website making the question useless. If someone asked "How do I water a plant" and the answer was a long manual on how to, a vandal would mix the letters up, shorten the answer, or even just delete the answer all together. There are many things people do to vandalize questions/answers, but it's usually taken care of.
Blocking a vandal only Supervisors can do. If a troll (another word for vandal; usually making someone mad) or vandal, or spammer (someone who puts nonsense on questions and/or gives out spam links) is caught doing something bad around the site, the supervisor would "block" a vandal for a temporary amount of time.

Yes, you can. There is a team of supervisors called 'Vandal Patrol' that spots and blocks vandals. If you find a vandal that needs blocking, be sure to contact a supervisor.
