To understand maintaining care, custody, and control of inmates, we will take the words one at a time. We maintain custody by keeping all inmates in the main unit under lock and key at all times. We maintain a higher level of custody in some units by restricting inmates movements. And in certain units, we maintain the strictest custody by keeping the inmates locked up 23 hours a day. How we handle an inmate and where we put him depends on his level of custody. As far as control goes we try to keep inmates under control at all times. We restrict which inmates can go where and in which order. We let Dorm A release its inmates to go to class first. When they are on their way, then we let Dorm B release its inmates. At no time do we say, "Everyone out and go where you are supposed to go. You know what you are supposed to do." Then you get to care. You care for the inmates by walking them to the dining hall, feeding them, and returning them to their dorm. You make sure they get to their bunks and bed safe down for the night. Care means safe. By making sure that you maintain care, custody, and control, you make sure that you will be able to walk out of the gate after 8 hours of work.
