The seal of baptism refers to the "completion" or "the final act" that has taken place within the individual and provides assurance for them that they are a child of God.

This means two different things depending on what form of baptism you practice:

In Credobaptism (or believers baptism) the "sign and seal" of baptism is a reenactment of an internal reality that has previously taken place.

In Paedobaptism (or infant baptism) the "sign and seal" of baptism refers to one of two things (depending on denominational beliefs):

  1. A symbol of the covenant promise God has for the individuals salvation in the future.
  2. Providing the necessary means for salvation before a period of accountability can be reached by the individual.

The Bible notes baptism as an outward 'sign' of the newly repentant person dying in the watery grave of the old self and rising anew in Christ (see Acts 2:38-39). After having the 'laying on of hands' by God's representative on Earth, they are 'begotten' like Jesus was by God's Holy Spirit - in this sense only then they are 'sealed.'

But the newly baptized person must continue to grow and do God's good works until their end or the 2nd Coming - whichever happens in their lifetime. They cannot be lax or let their old ways creep back into their lives. This Paul also discussed in Hebrews 10 - all but especially these verses where the seal is broken by the individual:
