It is a term usually used by Sydneysiders (people who live in Sydney, Australia). Penrith is essentially a Sydney suburb. Penrith, in Sydney west, is known by other Sydneysiders as having certain characteristics such as high unemployment, lower average family income, higher crime rate, higher dependency on social security etc. Any coastal areas around Sydney (or NSW) having such characteristics similar to Penrith can be used with this term.
i.e. Q : Mate I have heard that you bought an investment property near Cronulla Beach, it seems a nice area, will you consider living there one day ? A: probably not, it is just Penrith by the sea, I hope my tenant will not spend all the rent in alcohol !
