That depends on the size of the room, but the larger unit wont have to run as often or as long to cool the same space, but there is a point where too much is worse than just enough.

Will I see a decrease in my electric bill if I buy energy efficient windows?

Yes, you will definitely see a decrease in your electric bill if you buy energy efficient windows. My old apartment had single-pane windows and you could feel the chill coming in. Electricity was over $300 in the winter months! Ever since, I have only leased apartments with energy efficient windows.

Must all portable air conditioners be externally vented?

Yes, they do have to be exhausted, unfortunately. They all have to have somewhere to expel the heat energy they have removed from the room being cooled. However, there are multiple options you can use when exhausting the unit. One creative portable AC owner replaced his fireplace screen with a sheet of polycarbonate plastic that was custom cut to adapt to the exhaust hose fittings of his single hose portable air conditioner. This kind of installation will not work with a Dual hose air conditioner. But if you are a bit creative, there are many ways to exhaust the hot air created by a portable air conditioner.

A 2-ton would be marginally more efficient because the larger pump motor would probably be designed for higher efficiency.

Will setting the thermostat to the lowest temperature make the room colder at a faster rate?

In most cases, NO.Almost all air conditioner compressors operate at a single speed, just like sump pumps do. In a sump pump, if the water level is above the float level, the pump will turn on and run at a preset rate until the water level is lowered to below the float level. Similarly, in most air conditioners, the compressor will run at a preset speed until the thermostat reaches its set point.More recent technology, used in some high-end ductless and central air conditioners, uses a variable-speed compressor. This is more like a car with an accelerator pedal, where the compressor will start at high speed, but will slow down as the temperature approaches the set point of the thermostat. As you can imagine, this is a much more energy-efficient design. The HVAC Veteran
