Any positive ion will be able to bond with the Cl- ion to form an ionic bond. There is no more likely or less likely to bond.

If the positive ion is 2+ charged, it simply bonds with 2 Cl- ions. If it is 1+ charged, it simply bonds with 1 Cl- ion.

Hence, there is no positive ion which is most likely going to bond with Cl-.
