Coin grades are designated by a combination of letters and numbers. The letter of a grade is the major category, and with in that numbers are used to indicate finer distinctions.
"MS" is the major-category designation for "Mint State", meaning a coin exactly as it came from the mint without being put into circulation. You'll sometimes hear the term "uncirculated" as well, but that's not as specific.
Numeric grades for Mint State coins range from 60 to 70. 60 is the lowest possible numeric designation and indicates a coin that may be weakly struck or have minor scratch marks from being moved and bagged in bulk, but it's still a very high grade compared to a coin that has been in circulation. At the other end, MS-70 coins are essentially "perfect" with no apparent defects. VERY few coins ever rate an MS-70.
Determining the difference between various numeric grades, especially in the stratospheric range of MS coins, requires significant knowledge and training.
