A band teacher will need to be able to play all the instruments that are being taught. Also, they will need to be able to read music and instruct students on how to do this as well.
There are no high school requirements for being a band teacher. You would have to obtain a music degree with a teaching certificate from a university.

No. No one expects the band teacher to be proficient on ALL the instruments in the band. It is important for the band teacher to have a rudimentary understanding of the various instruments and their use but more than anything, a band teacher should be very well versed in music theory and reading sheet music.

Clarinets have a long tradition in jazz -- check out Benny Goodman. I would suggest that a few clarinet players who are interested in Jazz Band get together, learn a couple of pieces, and ask the band teacher to listen.
