They may well have regrets and a desire to be better, but they are free from condemnation in that they know that this sentence cannot touch them. The condemnation of regret for past deeds cannot cripple them.

Romans 8 in its entirety is a description of how this works and feels. Such an experience is stated to be foreign to those who don't know Christ. The ultimate outworking or personal experience of this is a joyful and unhindered relationship with God such that there is a sure and confident and overpowering knowledge of the love of God.

The key of course is in the first verse, that this applies not just to all Christian believers but only to those who are walking 'after the Spirit' and not 'after the flesh'. Such people are following their true calling and not going back to old carnal and selfish sinful ways.
