If you are talking about Umbreon then you have to get an Eevee and Level it up at night from 8:00pm - 4:00 am. lol it took me until 2:00am to evolve it and it exactly evolved at Lv.36,which i was glad because then i could fall asleep.
If you are talking about Elekid, get an Electabuzz near Sunnyshore City (or transfer it from Fire-Red/Leafgreen),leave it with the Pokemon Breeders in Soleaceon Town get the egg, or transfer a ditto from FireRed/LeafGreen and leave Ditto and Electabuzz with the breeders.
