Many software developers are generous enough to let others use scripts they created for the benefit of the community. That is basically open-source in my view.
In other words anything that is free is open-source. You can modify the content using those scripts and build your own custom software, website, CMS (Content Management System like Wordpress, Joomla) and MVC Frameworks (Model View Controller).
