A computer component, memory, graphics controller, principal CPU chip, or whatever, is tested exhaustively at its rated speed before it is sold. In many cases, by changing settings on a motherboard or graphics card, it is possible to run the hardware faster that its rated maximum speed, e.g. a component rated for 2.8GHz may run at 3.2GHz. This, of course, makes the computer run faster to some small, but measurable, degree.

There are three principal problems with this. First, the device has not been tested to run at the higher speed, and may run incorrectly. If your business depends on getting the correct numbers, an overclocked machine may calculate wrong, give you incorrect information, and ruin your business.

Second, the device may burn up. In modern computer hardware, it is switching states which takes power. Faster speed means more switching states per second, which means more power used, which means more heat generated. There is a reason all the "extreme overclock" tests involve cooling the overclocked components with exotic coolers like liquid nitrogen.

Third, related devices can burn up. More power means more power draw to the motherboard, and motherboard voltage regulators have been known to explode under the power demands of overclocked chips.

Of course, damage caused directly or indirectly by running a component outside of specifications is not covered by warranty.

In other words this person that obviously copied and pasted is trying to say

-Overclocking is manually making your computer run at a faster speed (Ghz)

-It can harm your computer as anything you might try to make do more than it is made to do. So only do this if you know exactly what you are doing. Maybe find a someone that is knowledgeable in this or find a computer with a faster processor.
