Generally, soft water contains some dissolved salts which form lather with soap and causes variations in thier pH and it ranges from 6.9-7.2.
PH 75 is the most acid.
pH 9 - pH 4 = pH 5 It is stronger by 5 pH.
Most acidic is substance of pH of 2, then of pH of 5 and the substance of pH 7 is neutral and the substance of pH 11 is basic
The lower the pH, the more acidic the solution is. Remember, pH 7.0 is H2O. As pH decreases below 7, the solution's acidity increases. As pH increase above 7, the basicity of the solution increases. Hence, in the choices you provided, pH 1.0 is most acidic.
pH 0 < acidic < pH 7 neutral = pH 7 pH 7 < basic < pH 14

It means you have Hardwater, i had the same problem with my yellow belly when i first got him and your local pet store should sell RO Water which is softwater, if not just simply buy a RO System and fill your tank with the softwater, he's now 2 and a half years old with a perfect shell.
softwater doesn't contains salts ...it can make bond with fists so soft water is preferable
Many rural folks put a rain barrel at the bottom of the roof downspouts to collect rain for softwater purposes. My grandmother always did this and used the water to wash her hair and water her plants.

Christine Brereton has written: 'Prediction of Crayfish (Cambarus bartoni, Cambarus robustus, Orconectes propinquus, and Orconectes virilis) presence in acid-sensitive, softwater lakes in and around Killarney Provincial Park'
The pH is determined with a pH-meter.
