Percession isn't anything. Precession is the change in the direction of the axis about which a body rotates. As an example, the point in space to which the Earth's north pole points changes by about 1 degree every 72 years.

Did Albert Bi net Discover or invented the photoelectric effect?
NEITHER! He EXPLAINED it! 1. Gravity, electricity or in this case the photoelectric effect do exist in Nature since the beginning, they cannot be "invented" by humans. 2. Neither did Ablert DISCOVER himself the effect, he just EXPLAINED it, how it works, why there is a wavelength threshold, under this threshold the effect does not happen at all, no matter what level of linght you shine, there are no electrons emitted ... 3. The same applies for the percession of the perihelion of Mercury. This was known by the astronomers, but they could not explained. Albert's theory explained WHY it happens!
