Coconut oil is pretty much insoluble in water at room temperature. Since it is a mixture, it really depends on the composition as to how much of it will dissolve. "Chemical formula" refers to the atoms and their ratios in a molecule, such as H2O for water. Since oil paints are a mixture of many ingredients, they do not have a chemical formula as such. Each colour has a different "mixture" formula, or recipe. The main ingredients in artist's oil paint are siccative (drying) oil (safflower, soy, linseed, poppy, walnut, etc), pigments, and fillers (calcium carbonate, talc, silica or china clay, blanc fixe or baryte, alumina...). They may also include additional siccative such as an alkyd resin, and rheological additives (thickeners) like Bentonite clay, aluminum stearate, etc.
