When the colonies were set up in the late 19th century, the first thing the Europeans did was abolishing slavery and slave trade by the local population and their rulers. In many cases it was even the reason that colonization had been considered. Slavery was everywhere in Africa and in Asia, and in many African and Asian countries up to a third of the population consisted of slaves, held by the local population. Especially the British - after abolishing the slave trade themselves in 1806 - had become extremely active in fighting slave trade worldwide, patrolling Africa's west coast among others and freeing several hundred thousands of slaves. After having established themselves in the colonized territories the European countries started setting up a 'western-style' administration. Since finding European personnel extremely hard to convince to come and work there (living in tropical countries greatly increased the risk of dying from a number of then incurable tropic diseases) most of the civil servants, policemen and soldiers were recruited locally, and when showing signs of promise, were sent to the 'motherland' to train or study. Although there is no denying that at the time the European governments offered their commercial enterprises pretty free rein to go and exploit those countries' natural resources, in all probabillity the trillions of dollars paid in development aid after about 70 years of colonial rule pretty much made up for what was taken out mostly between 1890 and 1945.
