An empath is someone that can sense emotions, as a picture has no emotions you can therefor not feel anything from it, what you can do tho is study the picture and read the body language of the person in the picture to get a rough idea on how they were feeling at that time. Some cultures believe that a photograph captures a piece of a soul so it may be within the realm of possibility that an empath could discern more information than might otherwise be expected from simply interpreting the body language and facial expression in a photograph. There is a psychic ability called psychometry which allegedly allows a person to 'sense' what the predominant emotions were either in a photograph or from a singular object by holding it in one's hand(s) and then describing whatever feelings and impressions rise to mind or emotional state. It can be presumed that whomever is using psychometry is most likely an empath. The impressions and images derived however may or may not be related to the 'object in hand' whether it is a photograph or a singular item (i.e., ring, article of clothing or whatever is provided for examination).
