The National Biscuit Company (Nabisco) wanted something to compete with Sunshine's Hydrox cookie.
I thought they were Nabisco's too, but found I was thinking of Sunshine Golden Fruit Raisin Biscuit. Apparently when Keebler bought out Sunshine they discontinued the raisin cracker as well as other fruit snacks.
Cheez-Its were first made by Sunshine Biscuit Company in 1921. They were then bought by Keebler Company in 1996, which in turn got bought by Kelloggs in 2001. They're 89 years old. Cheez-Its are still sold under the Sunshine label.
