Until 1963 many $2 and $5 bills were issued as United States Notes. These were issued directly by the government rather than via the Federal Reserve System. They served exactly the same purpose as the more familiar green-seal notes but made up only a small fraction of all bills in circulation. They were gradually phased out during the 1960s to save the costs of maintaining two different production lines.
