Law is WRITTEN; war is ENFORCEMENT. Example: If a policeman verbally tells a person he is arrested, and the person complies with the VERBAL order, that is law. If the person resists, then the officer uses FORCE to make the arrest (war/physical enforcement). War is the obtaining of a political goal (written/verbal), by other than political means (force/enforcement/violence/war/physical).
