Relative location is how you get a place from where you are or from another place you know. It is most useful for giving directions to people. "You want to get to the hospital? From here you go three blocks east then five blocks south across the bridge." "You know how to get to Jones's cabin? From there you follow the road a mile till it forks and take the south fork until you see the big elm tree then turn left."
Absolute location is GPS co-ordinates, map co-ordinates, latitude and longitude and such things which give a set of numbers describing where the place is but not how to get there.
