Neither. The programmer is responsible for bounds checking or, at the very least, for writing code that cannot go out of bounds. Assuming that the compiler or interpreter will do it is sloppy programming practice. I would flunk any student or fire any employee that did this on a routine basis.

What is one example of a lack of orthogonality in the design of c?

ali asghari: I would say that the lack of bounds checking in array access would qualify. Bounds checking incurs a lot of overhead which is not needed in a properly written program. C is designed with the idea that one has to trust the programmer. If the programmer thinks that a bounds check is needed he must explicitly program it everywhere he accesses the array. This is one of the advantages of C++ objects where a single bounds check can be made in the array access methods as well as allowing for non-bounds-checked access.

Is a player out of bounds if the ball and his upper body are out of bounds before his knee hits the ground in bounds?

Rules vary from state to state but in this case it is perfectly legal. So along as the players feet are in bounds. In highschool football its normally if one foot is in bounds and the other is not out of bounds and the player has control of the ball then its a catch

Out of bounds pass in football?

In American Football, if a player has one foot out of bounds when he catches the football, he is out of bounds. If he has is in bounds when he catches the football then he caught it and it is a completed catch. If the player goes out of bounds and comes back in bounds and catches the football it is still an incomplete pass. However, if he was knocked out of bounds or if the ball was tipped, it may be a completed pass. The rules keep changing at all levels of the game.

What happens if a player is dribbling steps out of bounds the ball still in bounds then steps back in bounds and continues dribbling again?

If a player dribbling the ball steps out of bounds while the ball is still in bounds, they lose their status as a player in bounds. When they step back in bounds, they cannot legally continue dribbling until they re-establish themselves in bounds. Specifically, they must ensure both feet are in bounds before they can resume dribbling. If they continue dribbling without re-establishing their position, it results in a turnover.
