Radium is a metal, and, as such doesn't really have a "texture" as we know it. Texture speaks to the surface features of a material. That translates into the idea that radium, like any metal, can be machined or otherwise treated to give it a texture or made smooth to remove any texture. It has a silvery white metallic look, but must be viewed in an inert gas as it is quite reactive and will quickly tarnish in air. Note that radium is intensely radioactive, and no one should be touching it to determine its texture. It should not be machined or in any way fooled around with without top notch containment. "Texture" is a physical property, not a chemical one. It's like asking what's the texture of wood; it can be very smooth if it's sanded, but quite rough if it's not.
