The sales and use tax rate in Georgia varies across the State. The reason for this is the State has a 4% rate but the 159 counties have different rates. Some counties have a SPLOST (Special Purpose Local Option Tax) for Capital Improvements in the County and some counties have a SPLOST for the school system as well. I believe all have1% for the county's general fund and some in and around Atlanta have a MARTA (Transit System) sales tax of 1%. The rates vary from 6% to 8% with the 8% in Atlanta.

Yes, if you take delivery of an item in another state the merchant there MUST collect sales tax there. If the merchant ships it to you out of state via 'common carrier' the merchant does not have an obligation to collect Georgia sales tax, but YOU have the burden to pay the USE tax and you will pay the use tax when you go to register the car.
