It is a tool which is used during electro fusion (plastic welding)
When the PE pipes are out on the job site they are exposed to light from the sun but also dirt from the ground. But the PE pipes due to the ultraviolet light from the sun it will make an oxyd layer on the out side of the pipe. To assure a correct and binding connection between the electro fittings and the welded pipe you have to use a scrapping tool to remove this oxyd layer.
