I think self counselling refers to the process of you yourself, asking yourself questions that help you understand and improve your own emotional state.

For example, let us say, you just went through a break-up. In that case, self-counselling would mean, you asking yourself questions like:

"What is it that truly caused me to break up?"

(Then you answer that question truthfully, yourself.)

"Were we both incompatible from the start?

(You answer the question yourself, then.)

Why did he do xyz that day?

(Again, you yourself answer the question).

The point is, that instead of an external counsellor hearing you out, you talk to yourself and hear yourself out. Then, just as an external counsellor would suggest some solutions to solve your problem, you would yourself suggest some solutions that would help you.

Basically, deep down, there is a part of us that is very aware, conscious and knows all the answers. Self counselling means talking that part of us and letting it help us in our time of need.
