when cells are designed to do a specific function
Separating cell contents from the outside environment. Separating cell components from cytoplasm. Cell recognition and signalling. Holding the components of some metabolic pathways in place. Regulating the transport of materials into or out of cells.
Cell Membranes play very vital roles in the physiology of the cells. They insulate the cells interior from the interior by separating it from it's environment. It is highly selective and pass only the molecule that is required by the cell and the correct time. It also filters the environmental signals that are passed into the cells, by the receptors that are present on it. They are in some cases, like that of few bacteria, site of important physiological activities like respiration. They also control the thermal insulation though their fatty acid constituents.

Mesophyll cells are specialized plant cells found in the interior tissue of leaves. They are responsible for photosynthesis, as they contain chloroplasts where this process occurs. Mesophyll cells can be categorized into palisade mesophyll cells and spongy mesophyll cells, depending on their location and function within the leaf.

yes. They do not however, have a membrane separating the nucleus from the rest of the cell
