Salt, if you put it on ice, melts the ice. So that probably what is causing it not to freeze as fast.

I think no. bcoz to make ice also we need water.& if ice melt it becomes water. for eg. if we made 1ltr of ice, on melting it gives 1ltr only. so ..... . AND 2nd is ice take more time to cool bcoz it take time 2 melt whereas water cant.
