There are plenty of people who can catch criminals. Police, sheriffs, various federal officials. Bounty hunters. There's also something called a "citizen's arrest". I guess "law enforcement officer" would be a decent generic name.
A police officer is the most common person to catch a criminal, but there are many other job descriptions that also apprehend criminals such as a federal agent, a marshall, a sheriff, a bounty hunter, etc.
Some well known names of such professionals are Frank Serpico, New York City police officer 1959-1972; Robert Lamphere, FBI special agent 1941-1955; Joseph M. Arpaio, Maricopa County Arizona Sheriff, known as "America's Toughest Sheriff".
