Nothing. A material can not be both a liquid and a gas at the same time. It must be in one state or the other. Boiling water for instance, is a liquid, the steam which rises off boiling water, is a gas. The point where the liquid becomes a gas is known as the vaporization point or boiling point. This is where the liquid has obtained enough energy to escape the dense molecular grip of its neighboring molecules.
