Stagnation-Means to be inactive, stuck, or having lack of maturity

(In other words not growing or maturing)

To be spiritually stagnant is to be in a place where one is not growing spiritually. In the case of the Born Again believer, for an example this is a place where they are no longer transforming into the image of Christ or growing in the knowledge of God's grace. Jesus wants every believer to grow and produce the fruit of righteousness which is Love, Joy, peace, Longsuffering..(Galations 5:22-23) The most important fruit to mature in is love. Without growing in the love of God one could err towards their love for God and others. This then opens the doors to decline in maturity in ones spiritual walk. The fruits of the spirit is given by the Holy Spirit and it yields everything that we as humans aren't born with. If someone who is a Born Again beliving Christian and is failing to grow in these virtues they could be spiritually stagnant. This isn't a guarantee but in the case of someone knowing the word and not being a doer then they aren't growing or transforming spiritually. Christ said that the spirit is an eternal flame, it is not the spirit that would stagnate(strong word), a better word is be static in low vibratory frequencies which happens through are thought, words, and actions and happens because of karma bounding us down as we grow mature in worldly ways thinking we can get ahead in life, creating beliefs , when it is the beliefs that actually holds us back.
