Earthquakes and tsunamis tend to kill about the same number of people, which is generally far higher than the death toll of any tornado. The issue is somewhat complicated by the fact that most tsunamis are triggered by earthquakes, and the death tolls of an earthquake and subsequent tsunami are often expressed as one figure.
Tsunami, because there the wind, water and the storm to do the destruction and the Earthquake only has a HUGE vibration that could knock building down and bridges.

Well actually, usually a tsunami is very unlikely to happen without an earthquake, because normally that amount of water would not be able to flood the shore without some kind of freak accident. I would say a tsunami though because not only can they still take down buildings, they can also cause water damage and a lot of other stuff.
Most likely an earthquake. Earthquakes have been known to be far deadlier than tornadoes. With a tornado you often have a warning several minutes ahead of time. With an earthquake there is no warning.
Due to the fact that tornadoes and tsunami's are measured on two completely different factors there is no way to tell.
In the worst cases, a tsunami causes more damage. A tornado is a rather localized event while a tsunami can strike coast throughout entire ocean basin.

Each must be assessed individually. Some tornadoes are worse than others and the same is true of tsunamis. Generally, though, tsunamis are worse.

Although they are driven by completely different mechanisms, both earthquakes and tornadoes are natural disasters that strike suddenly and are difficult if not impossible to predict. with a tornado you usually get a few minutes warning. With an earthquake there is no warning.

Earthquake itself is not dangerous if you know how to response. as long as you are on the right place, for example on an open place or inside seismic resistant buildings, etc you will be fine. Many people killed during earthquake because of panic and do wrong thing. tsunami triggered by underwater earthquake and off course more more more dangerous than earthquake. for example if there is no tsunami in sendai, miyagi, iwate area (march 11, 2011) the people killed will be not so significant. tsunami is the most dangerous natural disaster in the world.

An Earthquake can be far deadlier. Fore example the Earthquake in Haiti killed over had a death toll over 200,000. The deadliest tornado in world history (in Bangladesh) killed about 1,300. Earthquakes when properly prepared for however can be far less damaging than the one in Haiti. Tornados can be far deadlier however, because they cannot be predicted and their paths are random.
A tornado emergency is a special kind of tornado warning that is issued when a large tornado is threatening a populated area. A tornado emergency indicates a more dangerous situation than an ordinary tornado warning.
