On an 04 mini cooper the guage is on the bottom left side of the speedometer. it has an icon that looks like a thermometer with some waves around it....its the coolant tempetature....should run at the half way point when the engine is warm and running normally.
try replacing the temp sending unit Could be a bad sensor. if you know where it is you can un plug it at the sensor and see if the gage goes to 0, then ground it to the motor and see if it goes full hi. also look for chafe or burns on the wire.probably the sensor.
