There are a great number of tests that can be performed on water to asses its chemical compositions. Typically, metal analysis is perfomed by AAS, pH, conductivity, chemical oxygen demand. A more specific question would allow for a more detailed answer.
Cobalt (II) Chloride solution can be absorbed into filter paper and dried in an oven (40-50 degrees). Or you could buy cobalt chloride paper. Either way, it turns blue when dry, and pink when wet.
To test for water , you have to use a cobalt chloride paper , or a universal indicator , but the pH must be 7. To test for PURE water , It has to boil at exactly at 100°C
There is a test kit you can buy. It utilizes litmus paper test strips and chemicals. A hardware store should have one or an online site could be a good bet.

The pH of tap water varies a great deal from town to town and sometimes from one season to another. Your city water department can give you a general idea of your tap water's pH, but it would be better to buy a wide-range pH test kit and test it yourself.
Tap water affects your urine (wee) because tap water comes out of a tap (duh) so it carries way mores germs unless you have got absolutely no limescale (no hard icky green stuff around or in your tap) on your tap at all.
