The quest Swept Away was released in RuneScape at the same time as the Halloween event in 2008.

It was dropped in the 2007 or i think 2008 Halloween event so if you do not have one now you cant get one

Holiday / Seasonal events do not repeat; once an event is over, it's not possible to retrieve their rewards (which usually become untradable with some exceptions) nor is it possible to replay the event if quest-based/it has a storyline to it.
The current Halloween reward is a Halloween robe, leggings and cloak. You can get a broom when you complete "swept away" and unlock a mini-quest. It should end about 5th of November.

There is a new free player quest out right now, but for a limited time only. Swept Away will be unavailable to free players in a short time after the 2008 Halloween Event. Only Jagex knows when they make quests.
2008 Thanksgiving event. After this event, you may kill certain birds to get them.

The 2008 Christmas event
The Grim Reaper can only be found on Runescape during Halloween. He briefly appears to assist you to Lumbridge when you die. On Halloween 2008, the Reaper appeared as a holiday event, having a house portal near Rimmington. However, after the event, the house portal was removed and the Reaper has yet to appear again since. He will most likely appear again next Halloween.
