You can't get the 12 movie arceus in HG or SS. You must trade it over from Diamond Pearl or Platinum. If you missed the event in those games to get the arceus, you can either get it from a friend, or use an action replay code to replay the Arceus event.

OK Then activate it by holding L+R together
