Roman Catholic AnswerThe Church deals in revelation, She is the Mystical Body of Christ and is here to bring God to people and people to God. I don't think that RSPCA was included in the deposit of faith. That said, the Church requires people to exercise reasonable care of their environment, which would include their pets. However this should never be done to the exclusion of the people around us, who deserve our first consideration.
