ECO (Economy) It is meant to help you drive economically. You will notice when you press the accelerator down hard the light comes on. This is showing you that you are wasting fuel. It is nothing more that a light that is detecting vacuum. The harder your accelerate the less vacuum and the light comes on. This is nothing new and was installed on cars in the 50s.
The ECO Light on a Toyota Sienna comes on when in light acceleration. It holds the Transmission Shift points longer to give the Sienna better fuel economy. under moderate to hard acceleration the ECO light will go off and the transmission will have very quick shift points.

If your 92 Toyota Corolla taillights are out, but the dash light and fuse work fine, the bulbs could have burn out. Replace bulbs on each side.

Not 100% sure, but my Honda also has an ECO light on the dash. My vehicle is equipped with Variable Cylinder Management (VCM) that will automatically shut down 1-3 of the cylinders during cruising speeds thus, improving fuel economy. When this happens the ECO light comes on to let me know that I am driving with fewer cylinders activated. See if your vehicle is equipped with VCM or check your owners manual.
