What type of vehicle?? It's probably the anti-lock brake (ABS) sensor cable (black) that is hanging down as there usually aren't "cables" on the front of a car.
Open the back hatch and to the left of center just in front of the door opening(on the floor)under the carpet is a nut sitting in a deprishon in the metal floor. Turn that nut to crank down the tire that is hanging from a cable.
It is a Rear Wheel Drive so tire chains go on the rear.

It depends whats wrong with it, if the cable is simply disconnected all you have to do is make sure its still fit to work and plug it back in to either the front tire or under your cluster (depending where its off) if its connected but still not working then you buy a new cable, remove your old one by unscrewing it from your cluster display, and your front tire. its just a round bolt you twist off (righty tighty lefty loosy) then run your new cable through the same places you pulled it from and attach it to the tire and the cluster.
The adjuster spring and cable are under the car, drivers side, just in front of the rear tire.

It's either inside in the rear compartment, hanging off the tailgate or mounted directly underneath in front of the rear bumper.
