You would want to change, Cow, to Chicken. Changing, Cow, to another entity would change what it spawns.*

There's no specific ID number for a zombie spawner, the only ID you can use is 52 for just the basic spawner (pig on default). Try /spawner Zombies while looking at it, and it should work. (Server with Essentials Bukkit installed.)
