Possibly. If you have a broadband connection through your phone company or your cable TV company, then your IP address is tied to your account number. Police would need a search warrant to force the company to reveal your name and address. However, it would be possible for big companies like Google or DoubleClick to associate your IP address to things like blog comments or other public postings.
The Cisco switches I have seen don't have an IP address by default. You have to connect to the switch with a console cable - one that connects to the console port on the switch, and to the serial port on the computer - and do some initial configuration, including the IP address. The Cisco switches I have seen don't have an IP address by default. A serial cable does not have an IP (internet protocol) address. Normally it is the NIC on your computer/xbox/printer (if a network printer)/laptop/router etc that hold an IP address NIC stands for Network Interface Card, and this is the place where you would plug your RJ45 (ethernet lead) into. Of course you also have wireless cards. Hope this helps!
Sort of. The IP address you were using can be traced by Wikipedia. The IP address is assigned to you by your ISP, but it can change over time. The IP address is not necessarily assigned to your computer per se, but is assigned to the device that connects directly to the ISP, such as a cable or DSL modem.

But you might get another ip address when you next time connect your PC to the network. It's not a big deal unless you are using ip address in the Remote Desktop Manager.
