I am sorry for your loss. It would seem the IRS made a mistake as this shouldn't be taxable.....however, if they (actually the Insurance Co) "withheld" that from payment, likely because of a missing form or such....then it is actually at the IRS in an account...that when reflected on your return...(both the income as exempt and the credit for the payment withheld), should see your money refunded. But contact the IRS - by phone - and get an exact excplanation. Do not accept that it is taxable.

Yes, the co-signer also gets a copy of 1099-c. The actual borrower also gets a copy as well. If the debt borrower who is the actual beneficiary of the forgiven amount fails to account for the 1099-c the burden falls on co-signer. Not really...except that it makes the Corp much more likely to having to answer many nasty grams and issues with the IRS generally. Also the States may have penalties and more. If the Co is dormant - and I think "inactive", with no $ or transactions....filing a return is basically a few minutes...name, address, ID and zeros....so why not do it? There is a box to check claiming inactive I believe.

Generally you should be able to claim the tax deduction for the property tax that you are responsible to pay. In other words, if you own 50% of the property and pay 50% of the taxes then you can deduct 50% of the taxes as a deduction. One issue you may have if your name and social security number are not listed on the 1098 form are you actually a co-owner or a co-signer or the loan? These are two different things. If you co-signed the loan only then you actually are not an owner if you are not listed on the deed. If you are responsible for the loan and an owner, the mortgagee should issue you a 1098 as well, in the proportion of your ownership. The IRS gets a copy of the 1098 and matches these up to taxpayers returns some time after the tax year for which it is issued so you should get this corrected.
