There is no Irish for this phrase -- it is never used in Ireland and seems to be a total American invention. Most Irish people cringe when they hear it.

There are several ways to express it in Irish: 'On the top of his head' would be "Ar mhullach (or bhior) a chinn". "At the top of the tree" is "Ar bharr an chrainn".
